I believe it is the last one. Without a direct object, a sentence wouldn't make any sense. " In a democracy, elected leaders make." 

That sentence wouldn't make sense without the direct object, decisions. Comparing the other sentences, some would make sense with or without a direct object, and some do not transfer the action. The actual definition of a direct object is the noun or pronoun that receives the action in a sentence.
