Answer: Rising panic from a possible nuclear attack from Japan caused the government to implement the Civil Defense Program. It specialized in safety planning propaganda. Duck and Cover was a video made to help kids remember the protocol if a nuclear attack were to occur. While there was a whole program on how to stay safe during a nuclear attack, none of the methods or tricks would prove effective. Death from the bomb was inevitable (whether from the initial boom or extreme radiation poisoning in the following days).
