The Intolerable Acts were five laws that were passed by the British Parliament against the American Colonies in 1774. They were given the name "Intolerable Acts" by American Patriots who felt they simply could not "tolerate" such unfair laws. The British passed these acts as punishment for the Boston Tea Party.
It is saying that the army can’t demand and force you to accept them and feed them in your own house in war or peace but if you give them consent (permission) then they can.
If you moved to Texas there was law that if you migrated farther to the west and you settled on that land for 5 years it was now your land.
