Why would America not wish to appear weak in the eyes of the world at this point in time

With so much warfare and enemies holding dangerous acts against it. America needs to look strong and stable enough to keep the barrier of the state of mind that "if you test us, it's the wrong move, we are a strong nation". No country would like to seem weak especially when it comes to enemies.
