Answer:D : They limited the number of African American voters

Explanation: During that time whites were racist to colored people, so when white people handed out those literacy test to whites, they would make them easier. But when whites handed the literacy tests to colored people, they would make those test harder and more difficult, so the colored people could not vote. Plus I did this on USATP and got an 100%.
