D: It has to be this answer. Of course before the civil war the North was well developed and had large cities. The difference between the Vietnam War and the Korean war was that the Vietnam war was an utter defeat for the American soldiers at the time and that they were devastated that they didn't conquer anything nor prevented communism from spreading while the Korean War ended with a stalemate where the North and the South signed a temporary peace agreement.
