I'm going to eliminate the last choice as well because I can't find any text evidence to support it.

Let's look at the first line- "The aims and objects of this organization... to put the working class in possession of the economic power... means of life [and] control of the machinery of production and distribution..." This excerpt supports the second option. While at first the first option may sound considerable, it says *businesses*, while Bill talks about the working class.

So that leads me to believe the answer is B: "He wanted to protect the working class by giving them more power."
