This could be seen in different opinions. It could be benevolent because all these words mean to kind of exclude something or somebody. That could be protecting our society.

It could also be a dangerous power if corrupt people use this to ban, censor or exile people or things that don't deserve that treatment.

In any nation State that prizes democracy, freedom, justice, and equality above all else, any form of power that could be in the position to censor, ban, and even exile an individual would be considered a dangerous form of power that would have to be put in check and controlled by civil or governmental institutions, ideally by both, in order to secure this control upon such dangerous power.
