tariff was to protect the factories by taxing imports from Europe

controversial because it helped the north but hurt the south

raised taxes on imported manufactures so as to reduce foreign competition with American manufacturing much of it helping the north

much of the south sold their cotton to foreign buyers in exchange for foreign manufactured goods, and the tariff would make those goods more expensive.
