The parliament would involve a President-General which would be chosen by the colonial congresses. It was not acknowledged by the Congress, which directed to the divergence of argument with the extremists that increases the upper hand due to the presence of the Suffolk Resolves at the congress. It was beaten by a vote of six to five on October 1774.
