Although there are no options attached we can say the following.

I consider that the constitution addresses most of the concerns that arose during the time of articles of confederation?

Let's remember that the Articles of Confederation was the first Constitution of the United States. It had thirteen sections. Both the most relevant articles were:

2.- The sovereignty of the states that had their own powers in their territory.

4.- Free pass for American colonists when traveling across the states, except for criminals.

6.- Central government power to make international treaties and the power of the states to raise an army.

7.- The states decide their military leaders.  

8.- The states are the ones who could collect money through taxation. The central government needed money, it had to ask for it from the states.

This meant that the central government was week under the Articles of Confederation and Congress could not collect money through taxation. When the government needed money it had to ask for it from the states. It could not raise an army, either.

That is why delegates met at the Constitutional Convention of Philadelphia, Pennsylvania in 1787. Federalists and Antifederalists debated on the new form of government for the country and created the Constitution.

Federalists supported a strong form of government. Antid¿federalists, not. For states to sign it, Antifederalists like Thomas Jefferson demanded to include many rights for the citizens and respect to the sovereignty of the states. That is why Federalists James Madison drafted the Bill of Rights, the first ten Amendments to the United States Constitution.

Voting registration is a fundamental right to any democracy. It is the unshakable principle that everyone should have an equal vote. However the constitution does not feature prominently the rules governing voting. Voting and voting registration rules are therefore defined by state laws and local administrative practices.  


In recent years some states have made voting easier for instance three states now hold their elections almost entirely by mail and 30 states plus Washington DC now lets you register to vote online which is favored by those who abolish registration requirements.  


There are also those states that feel that we should have stronger registration requirements. We must also consider the Supreme Court's decision to weaken the Voting Rights Acts since 2011. So far 13 have added requirements the voters show some kind of ID at the polls.  


The argument for strict voting registration and voting procedures claim that they are just simple common-sense measures. The legislators who helped pass these laws say that they are necessary to prevent fraud. It makes sense that the very freedom of our nation is based on the integrity of our ballot box.  


The argument against is that strict registration becomes an obstacle to voting. As mentioned earlier voting is the cornerstone of democracy and a citizen’s right. And for the people who don't have an ID it may seem like their right is being violated. There are instances where someone’s  license was taken away or there are those who simply lost it before elections.  


In conclusion, it is the responsibility of each state and legislators to take these factors into consideration when deciding on voting registration.

I do not know exactly what answer you are looking for here considering the fact that there are many differences between the actions of animals and humans. The best answer I would give is that people have a sense of what is wrong and right and decide based on a moral subconscious. Animals act on they need to survive and do not care about acting civilized or what is right and wrong.
