The substitution method tells us that we must insert the value we know, into the second equation, 4P+3q= -27


Doing so will give us 4(q+2)+3q= -27

For right now, lets just focus on the first part, 4(q+2)

We can simplify this by distributing(multiplying) the 4 to whats inside the variables.

This will give us 4q+8

now lets add this back to the rest of the equation >>>  4q+8+3q = -27

We can further simplify by adding like terms >>> 7q+8 = -27

subtract the 8 from both sides >>> 7q = -35

now divide both sides by 7 >>> q = -35/7

Therefor q = -5

EDIT* 

now that we know q = -5 we can put q into the equation for P !

we know that p=q+2

so lets put q in now >>> p=(-5)+2

and simplify>>> p = -3

Can the formula F=ma be a direct variation equation? If so, which variable would have to be held constant?

Yes it can be a direct variation.  it follows the form y = kx
The only variable that cannot be held constant is F, but we can hold the mass constant and vary the acceleration OR we can hold the acceleration constant and vary the mass.  Either one would work, but the easiest would be to vary the mass and hold the acceleration constant since we are all pulled by the same action gravity

The equation of a line starting from two points is:
y-y_1=\frac{y_2-y_1}{x_2-x_1} \cdot (x-x_1)

From the first point you get: x1 = -1, y1 = -2
From the second point you get: x2 = 3, y2 = 10

Replace x1, y1, x2, y2 in the equation of the line and you get:
y+2=\frac{10+2}{3+1} \cdot (x+1)
y+2=\frac{12}{4} \cdot (x+1)
y+2=3 \cdot (x+1)

From this you get the equation of your line:
y(x)=3x+1
