“The more power a government has, the more it can act arbitrarily according to the whims and desires of the elite, and the more

it will make war on others and murder its foreign and domestic subjects. The more constrained the power of governments, the more power is diffused, checked, and balanced, the less it will aggress on others and commit mass violence. At the extremes of power, totalitarian governments slaughter their people by the tens of millions. In contrast, many democracies can barely bring themselves to execute even serial murderers.”
-Rudolph Rummel, United States political scientist, Death by Government, 1994

Identify ONE historical example of mass violence that was committed by a totalitarian state in the twentieth century that would support Rummel’s argument in the passage.

Answer: Global communication" redirects here. For the electronic music act, see Global Communication.

International communication (also referred to as the study of global communication or transnational communication) is the communication practice that occurs across international borders.[1] The need for international communication was due to the increasing effects and influences of globalization. As a field of study, international communication is a branch of communication studies, concerned with the scope of "government-to-government", "business-to-business", and "people-to-people" interactions at a global level.[2] Currently, international communication is being taught at colleges across the United States. Due to the increasingly globalized market, employees who possess the ability to effectively communicate across cultures are in high demand. International communication "encompasses political, economic, social, cultural and military concerns". https://en.wikipedia.org/wiki/International_communication

Do you think one-party rule or divided government comes closer to the ideal the framers had when they envisioned a government wi
Svetlanka [38]
Divided government likely comes closer. At the founding of the country, there were already divisions in ideas and ideals, such as the Federalists and Anti-Federalists. Having differences in ideas on how to best run the government gives the ability to see problems from multiple angles and look for the most equitable solutions.
