Let's look at our options. A is obviously not the answer. Crime was worse (mobs and mobsters like al capone), people drank anyway, and the government could not practically enforce it. I suppose you could say that the government no longer had the money to enforce it by the end because of the depression, but the government was struggling in that long before the stock market crashed in '29.
