In 508 bce, Cleisthenes, along with the popular Assembly against the nobles, created a series of reforms that intended to break the power of the aristocratic families and clans and to prevent the rise of another tyrant. Through this reforms, he reorganized the people of Athens into 139 local units or "demes", in which all free adult male had to register to become a citizen and be able to participate in the boule, a new council of 500 where everyone had an equal right to speak and elect its own officers.

I do not believe that anyone has the responsibility to help anyone, however, it does depend on the situation.  For example, when someone repeatedly chooses to do things that make them unhappy it is their responsibility to help themselves because they know they won't be happy with their descision, yet they make it. If they reach out and ask for help it is okay to help them, but if you have your own life to deal with then focus on you, because everyone has their own responibilites to deal with and you need to be your priortity.
