Basically, the militarism means that a country is investing heavily into military equipment and development of it, as well as increasing the number of military personnel. The United States and the Soviet Union engaged in this process after the World War too and it pushed the world into the Cold War which almost escalated to a new world war.
Mostly because the Roman empire was a hugely vast empire in time where the internet or any other form of fast communication possibilities didn't exist yet. For this reason, it would be highly unpractical for Rome to rely on having direct democracy and each person giving his vote on every aspect of life.
