This one is a little tricky with the answers, because it does deny the President the power to interpret the Constitution, and also specifically states the power the gov't has. The answer I will go with here is; It specifically states what powers the government has. I'm going with this one because the writer's of the constitution painstakingly added in many checks and balances to ensure that the gov't could stay structured and not give a branch too much power.

They would elect to people to be head of state, but they were equal to each other. In times of crisis a dictator would be put in power, and they would make a decisions.
