Let us assume each side of the square garden = a
Then
a^2 = 30.25 square feet
a = 5.5 feet
Now 
Perimeter of the square garden = 4a
                                                   = 4 * 5.5 feet
                                                   = 22 feet
So the perimeter of the garden is 22 feet.
