The 1894 Constitution, rewritten in 1938 and altered more than 200 times, is still in effect today. According to this document, the state legislature may at any moment propose holding a constitutional convention.

On April 20, 1777, the Convention of Representatives of the State of New-York enacted the first New York Constitution. 1821 saw the adoption of a second constitution, followed by 1846 by a third, 1894 by a fourth fifth in 1938.The constitution has undergone numerous revisions since 1938.
