What does it mean to scale? Scaling is used for representation drawing or model is designed to tell the audience(those interested in the design) the ratio to which the design was done in respect to the actual size.

From the above definition we can scale down or scale up. To scale down is to reduce the dimensions of the actual size in our design (possibly in an effort to conserve available space). To scale up is to enlarge the dimensions of the actual size in our design (possible in an effort to show intricate and tiny parts).

Back to question, The actual size of the space needle is 605 feet to design this using the actual size will require a very large amount of resources.  So the scale model is made at a scaled down ratio of 1:100 (in a bid to manage available resources like paper size and others pertaining to the design).

1:100 means that every 1ft in the scale model represents 100ft of the actual model.

So for an Height of 605ft the scale model will have representing height of 605/100 = 6.05ft.
