When the architects of our republic wrote the magnificent words of the Constitution and the Declaration of Independence, they were signing a promissory note to which every American was to fall heir. All of the money references are about payment. Cashing a check or calling in a promissory note all result in being paid. However, if its a "bad check" or there are "insufficient funds" the payment never went through. The payment that is due is equality. The Declaration of Independence guarantees basic rights and that is what they want for payment.
