The War with Sadaam in Kuwait was viewed as a major success. The USSR fell in 91, which was a huge help to stop the spread of communism. The pollution thing I'm not so sure about, but most of the time, if the economy is bad, the pres is blamed, and in 91-92, the economy was bad.
