Natalija [7]

This comes from the essay “Some Nonsense About a dog” written by Harry Esty Dounce, the story about this stray dog that he found at his home. He called him Nibbie and he loved the dog very much. In the beginning of the essay he says that he addresses the people who know what it is to love mongrels.

Question: What reason does the author give for targeting a particular audience with Nibbie's story?
