Explanation:

basically because its a German cartoon its saying that Britain France and America are making them suffer because they had to pay reparations which ruined their economy and caused hyperinflation meaning everything went up in price, nobody could afford anything, money became worthless and the middle class suffered the most another factor was that the treaty stopped a lot of their trade and when Germany couldn't pay the reparations Belgium and France invaded the Ruhr which was really important for Germany economy.
