The main issue these men faced was maintaining a big empire in conditions that were not conducive to great empires. Because the emperors lacked the military might and authority to keep their whole empire in order, they had to rely on local lords. It did, however, have three fundamental flaws. First, the Republic needed money to function; second, elected officials were rife with bribery and corruption; and third, crime was rampant throughout Rome. Famines and plagues, military catastrophes, civil wars, efforts to take supreme authority, rebellions within the provinces, assaults and invasions from beyond the borders, and migrating tribes encroaching on the frontiers of the Roman realm were all part of the Roman world's history.
