What this quote is saying is that people who don't have money, or are broke, would think that money is a very significant thing. Sometimes when you see something you don't have that everyone else does, it makes you feel like it must be very important for everyone to have it. Money is important, but it doesn't always make you happy. The main reason people without money think that it does is probably because typical rich people have better and happier lives, so they think that way. Even though money is important and significant, it doesn't buy happiness. The quote tells you that you can be happy with or without it.
