a tortoise is a land dwelling animal and can't not swim way to heavy and a turtle is made for water built to move through water and not as capable of being on land like a tortoise

Turtles can be aquatic, semi-aquatic, or mostly terrestrial. Tortoises are turtles that live on land and aren't equipped for water.
