The terms "infiltrate" and "deploy" have a negative connotation here. To infiltrate means to gain access to some kind of (usually) secret information. To deploy means to build up or evolve some kind of strategy; in this case, the word has a sinister connotation, meaning that the global brands use all means available to achieve their goal of exposing children to their ads. On the other hand, "task force" here has a mildly positive connotation, as it is the organization of psychologists who are trying to protect the children by imposing age restrictions on corporations' marketing efforts.
