It is important to mention that not all states have adopted the initiative, and the procedure of the states that have adopted the initiative may vary from state to state but in general, it guarantees direct and indirect initiatives.

The passage given describes a direct initiative. In the direct process, a citizen can propose a statute, collect enough valid signatures from people and send it to the ballot. In most states, the initiative is passed by the required majority vote.
