I’m not the best at literary meanings, but I would think it’s something about how there’s this kid who has grown up too fast mentally- in a world that was affected by climate change (or just any changes) which drastically changed their way of life and attitude.

I know this probably wasn’t helpful, but I wanted to help, even if it was barely anything.

A decrease in the number of foreign tourists means, among others, the decrease in the revenue from tourism. Additionally, this will  mean that the infrastructure in the touristy areas will get worse, as there will be less incentive to upkeep it. Businesses will earn less and some businesses might disappear altogether.
Generally, the effect on the region would be negative.

Literal translation:

It's a famous Bible quote, which has many translations who fit the context better, like "He who is without sin among you, let him be the first to throw a stone at her"
I'm sure you'll find many interpretations online that fit anything you need.
