Answer: B

Why? It is not A or D for many reasons but cell differentiation is used for very specific functions as cell determination is used for different embryonic functions. Based on the diagram I seems to me that it is not very specific so that’s why I think it’s B
(If it’s not be then is 100% C but B makes more sense)

Trees soak up rain from the ground and store/use it. Without trees to soak up the water on the ground, it stays put > pools > floods.

Also, a little bit of rain stays on the trees' leaves. This may not seem like a lot, but there are many trees in a forest with many many leaves all holding water :)
