Germany would have gone to war and conquered her neighbors no matter what her geographic location if she had fought and been forced to pay reparations after WWI. 

That said, she shared part of her borders with Austria Switzerland (which was neutral) Denmark Czechoslovakia Poland and France. These countries would have to defend themselves at the border entries. None of them were well equipped enough to do that.

The Nazi-Soviet pact was essentially, “Don’t bother us and we won’t bother you.” It was a neutrality agreement. This is similar to the treaty that formed the Axis because Germany and Italy also signed a neutrality agreement in this treaty.
