He can make 18 and then he wouldn't have enough to make that 19th. You just take 28 and multiply it by 2, then divide it by 3. Or just multiply 28 by 2/3

The answer is 65. you wouldn’t square it because the square root sign is still there. therefore the answer is square root of 65. you would be correct if the question was asking for the answer in the simplest form.
