African Americans in the South often help Union forces by serving as spies and scouts. African Americans did all they could to help the Union army. This was especially true after the Emancipation Proclamation, as Lincoln attempted to free slaves from the control of Confederate states. This was one of the many reasons why African Americans in the South helped Union forces. These citizens often acted ignorant or didn't appear to be paying attention when Southerners discussed their next military moves. African Americans would then relay this information to the Union commanders, giving them a strategic advantage.
Congress was split, as the French had helped the young United States during the Revolutionary War, however, many where confused what direction the revolution was going (spoiler alert, the French Revolution traded a monarchy for a dictatorship with Napoleon at the helm - so it didin't accomplish a whole lot).

2: I think it means that by nature we are use and need politics. Politics means Politics is the set of activities that are associated with making decisions in groups, or other forms of power relations between individuals, such as the distribution of resources or status. Which means no matter what we use politics to survive.
