No, hyperventilating will not  increase oxygen delivery to the muscle due to decreased concentration of Carbon dioxide in blood..

Explanation:

The reduction of carbon dioxide in the blood will change destabilize tense state of the hemoglobin into relaxed state.

As a result, the p50 value of hemoglobin reduces and the release of oxygen from hemoglobin is hindered.

Thus the oxygen delivery to the muscles will not be increased.
