Answer:

Maybe because some people vote just to vote. Instead of thinking the vote through / understanding what comes with the vote. Just my opinion though.

In his "On Indian Removal" speech, he discusses how Indian Removal benefits both Indians and White Americans. Though these two readings deal with the same subject, they use quite different language to express their views on Native American removal.
