NSC 68 was a document prepared by both the Departments of Defense and State in 1950 to show the president the dangers that the Soviet Union presented.

The report alleged that the Soviet Union wanted to conquer much of the world including Europe, Africa and Asia and so there was a need for the U.S. to have a military that was strong enough to repel this. Aid also needed to be provided to allies so that they too could withstand the Soviet Union.
