Delivering newspapers does not satisfy a student wanting to be a journalist, because they are just delivering. Whereas if someone is actually WRITING for a newspaper, that means they are creatively expressing their ideas on a page, and publishing it.
I would go look at schools in the UK, Scotland, and Ireland and look at their ruling for that and some other private schools in the USA. And base your quote off the schools
