These two statements expressed an Anti-Federalist opinion, because it's against the formation of a strong government, and most significantly, the creation of a Federal Constitution. This movement was afraid that the Constitution would create a presidential regime so powerfull that would lead to a monarchy. They advocate that the Constitution should promote limits to power, and this group always used the Declaration of Independence as an argument.
