No, they are not.

Remember, a ratio can be written as a fraction. So 1:3 is the same as 1/3 and 4:5 is the same as 4/5.

1/3 = 0.33

4/5 = 0.8

As you can see the both don't equal the same numbers, so they aren't equivalent.
