It depends on what your asking. Are you asking for a socioeconomic policy? Are you asking for a military doctrine? Are you asking for a foreign relations policy? For socioeconomic, a checked capitalist, free market economy is the best. For military doctrine, constant expansion and investment is best as well as minimalizing casualties while maximizing war advantage. For foreign relations, intervene when it is within national interests.
