The answer revolves around the system of checks and balances. These are known as reserved powers. Each city government is a microcosm of a larger government. It is complex because our Founding Fathers knew that the federal government would fail at state and local levels. Each city has its own problems and its own identity. In my opinion, it does serve the people.
