I think it is Freedom of Expression- I am not even sure what that consists of.
But, Freedom of Speech is definitely a right, as well as Freedom of worship because the Bill of Rights does state; "Freedom of Speech and Religion". I believe the Right to Vote is also a right, if you are living in the USA you are a citizen. Unless you illegally immigrated or are waiting to become a citizen while working in the USA, which I doubt they are specifying only them. Which leaves Freedom of Expression- I don’t even know what that clarifies as, Freedom of emotions?

Keep in mind that less developed countries usually have internal conditions such as wars, famines and natural disasters which make even more difficult  to pay the foreign debt.
