So basically, from what we know from the first sentence, it would be
y = 0.5x + 10.75
x would represent the amount of miles.
y would represent the total amount of money paid I believe.

So when we know what y is, which is 30 based on the second question, the equation would then become
30 = 0.5x + 10.75
