That angered the Senate because as a result, the legions became more loyal to their generals than to the senate.

It definitely would have postponed the revolution. One can wonder whether the revolution would even happen, or would they just eventually be allowed to become independent without any fighting like many other countries got their independence politically and not by waging wars.
