The rules exist to limit the individuality and freedom of the citizens. Their purpose is to discourage rebellious behavior, therefore eliminating all free will. The society Equality envisions would be absent of strict rules that take away one's sense of self. This is because Equality has been oppressed by the rules of that society his whole life and would not want his society to be like that.

I'm assuming you mean redundancies by "irrelevant material." For example, The puppy dog sprinted really fast can be edited to the puppy sprinted. It isn't necessary to add "dog" when you have the word puppy. You don't need to say "really fast" when the word sprinted already means to run fast.

How can the society help a differently abled person to be treated equally in the society?

Society can help a different abled people by adapting to their needs. For example, handicap ramps along with stairs. It gives those in wheelchairs or mobile scooters to get where they need to go without having to go up stairs. It makes it more fair and includes all.
