In the past, this power is mostly derived from nobility line, but In our current society, Power usually derived primarily from economic power.
For example, someone in company's Upper management position tend to always required to maintain their persona in order to keep a certain amount of respect/positive perception from both the workers and the public.

This question really depends on your opinions. During Columbus' time, many monarchy's were hesitant on funding Columbus' voyage because they were satisfied with what they had. In my opinion, I wouldn't have funded Columbus' voyage because fist of all, it costs money. Second, if a random guy that I have never meet asks me for money to help him, I would obviously say no. Third, I don't know weather this would be worth it or not, so I will not fund his voyage.
