I think the control of Boston early in the Revolutionary War was important because if it never occurred, we would not have states and would all be independent
I might be wrong..
They provided freed slaves with places to live as well as education. They also provided food and aid.
They were hindered by economic development and lack of enforcement, so I'd say 1. Cost, because no one would pay for it.
