Jim Crow laws sought to scale back the rights and equality that African Americans were receiving in the Reconstruction Era following the Civil War. To this end, Jim Crow states in the South made it virtually impossible for blacks to vote, and often tampered with black votes. 
They also made segregation a formal written law in the Southern states, outlawing the shared use of almost all facilities, public or private, by black and white people.

I would think that it is C which was concerned about growing German domination of Europe because the United States at this part of the war was still neutral and it's allies in Europe were taking a beating especially Great Britain. France was out of the picture. China wasn't doing so well either. So, the US in an effort to help its allies while still remaining neutral, passed the Lend Lease Act which provided, military, financial support to the countries that needed immediate help/.

Less democratic forms usually include economic means that are based on a command market system. Command markets are opposite of the free market systems and in a command system a government can choose what will be made and what sold and at what prices and  this is usually useful for solving things like economic crises.
