This is talking about black people because if someone tells us to do something, we do the opposite. For example, if there was a crime scene and it had the yellow CAUTION tape around the scene black people would ignore the tape and step into to crime scene. And when the police tell us to get away from the scene, we have the audacity to tell the police that they're being racist, when we don't want to do something. Hence, stiff necked and rebellious people.
